This is a horrible idea, as it sets a precedent for "one time taxation". Basically setting a trend that if the government were to ever find itself in such a horrible position again, it would just go ahead and go for that one time tax again. When might that need to happen again? 20 years or maybe 50 years down the road? The US government has a horrible track record of maintaining a surplus.

I don't think I've witnessed a maturing community that doesn't fall into the group think/hivemind trap. Seems more like human nature than anything else.
