No. I don't see this as encouraging. I don't think SA would make this move unless they thought they might gain something they want from it, and that would be bad.
I see the UN trying to bring these despotic regimes into the fold, but in actuality, sytematizing global censorship and repression.
If this passes, I foresee it taking on the same status as the "Bill of Human Rights." Namely, a very lovely little piece of paper that judges will ignore because it is a tremendous blow to national sovereignty. Actually, that's how I see it playing out basically everywhere. Censoring the internet in such an open way would mean the death of the political career of anyone who supported it. That and man, can you see ANY major telecommunications company getting behind this?
