Yes, it was supposed to be funny. It's funny because Rand Paul is running for President, and they're both libertarians. Rand Paul is Ron Paul's son. It's funny because he's not backing his own son because he doesn't believe they share the exact same views. There's another layer of humor in the sense that Ron Paul has ran as a libertarian-esque candidate for the past 2 elections for much the same reasons of "no-one else in the Republican Party shares my views" and another time as the Libertarian Party candidate. For all of these reasons, this article is funny. Do you understand now?
The Onion Is hardly main stream media, but it's rather a popular satirical publication that has been around forever. It's given rise to one of my favorite tags hrre, #nottheonion which tend to be articles that are so ridiculous it's hard to believe they're not satire.
