I support this initiative (though I think we have more pressing problems we should be dealing with before this). However:
I support the idea of having patient submitted data and medical records that all health providers can access. However, the security implications invovled with this specific health data is worrying.
Especially when:

$5 million to ONC to support the development of interoperability standards and requirements that address privacy and enable secure exchange of data across systems.
2% of your budget is going to security?
Eh, I'm more favorable towards the BRAIN initiative. This one seems like a weird problem to just throw money at, given that there are plenty of monetary incentives for private companies to do this (and do it well). Here, I'm tempted to say that they would be better off just reforming the process of clinical trials.
