Except nowhere in the proclamation is the word "redskins" used. I'm not trying to defend the name ( I couldn't care less), but people are literally making shit up to justify it being a slur.

Oh, god, that article's a headache to read. At the bottom of this one in Esquire there's a rebuttal about people who dispute the term's etymology - not sure if you saw it - here

So while the term's not used in the Phips proclamation it is historically used within that context elsewhere; doesn't seem like people are making that shit up.
