This reminds me of Kim Stanley Robinson's Mars trilogies, where they terra-formed Mars. I don't remember if it was in these books, or if it was a serious proposal, but I recall the idea of orbiting mirrors that concentrated sunlight on deposits of frozen CO2. In time, more CO2 would heat the atmosphere, causing more CO2 to be released. Along with photosynthesis by introduced plants, a more-hospitable atmosphere might be restored on Mars.

I was thinking of the same series. Is it possible to alter the tilt of Mars? How would one do that? Construction of a massive gyroscope near a pole?
