Tech industry is HUGE in Rwanda. I met a nice gentleman that founded one of the biggest tech companies in the region. He fled the genocide in '94 as a small child into the Congo, barely escaping becoming part of a militia and later came back to make it all happen. And why not? People in very poor countries usually have great social skills because being able to network with others can be the difference between life and death. Cheap, available technology makes it a lot easier to navigate day-to-day life. Despite being broke, basically everyone I knew there had a cell phone.
