You need a super majority to overcome a presidential veto, the first denial of the emergency was passed by a simple majority.

The Republicans are looking for a way to get rid of the emergency without trying to knock it down and bloodying Trump's nose with a veto proof majority vote that they might not be able to muster. Not very many senior members are keen on this national emergency because it could greatly expand presidential power.

The idea is that it looks bad, politically, for the president to veto something like this, but “looking bad, politically” is not very relevant in this era. A god-emporer can do no wrong
