There is genuine concern (rightly, IMO) about hardware random number generators. As the article points out, they're black boxes, and there's no real way to know what kind of results they're giving. It could be as simple as a bug rather than any nation-state interference, although that's not impossible either. At the end of the day, we should all be wary of trusting un-auditable cryptography.
