Don't know about a movie, but Psycho Pass had a similar take re: 'latent criminals'.

    Synopsis

    Justice, and the enforcement of it, has changed. In the 22nd century, Japan enforces the Sibyl System, an objective means of determining the threat level of each citizen by examining their mental state for signs of criminal intent, known as their Psycho-Pass.

In a pseudo-philosophical sorta way, the whole concept of AI determining your likelihood of crime predicates the notion(s) of fate and determinism... for corrupt reasons or not.

I'll have to watch that sometime! It looks interesting. I was leaning more towards Minority Report but have only seen the last half of it.
