As Trump is so fond of saying, Puerto Rico's economy was already in bad shape before the hurricane destroyed what was left.
They are now without any infrastructure at all... water, sewer, electricity, even roads are severely damaged and require extensive repairs.
In other words, Puerto Rico is basically a blank slate.
If Trump was actually a businessman and had any business acumen at all, he would pull together all of the cutting edge businesses in the USA that are innovating on infrastructure, and give them the mandate to get Puerto Rico back up and running ASAP.
However, all of the methods and technologies used, should be new and innovative.
Like, Google's balloon-based WiFi. And Tesla bringing in batteries and solar.
At the same time, repair roads with new, more ecologically-friendly materials. Rebuild homes and businesses with the latest eco-friendly techniques.
At the same time, use the local Puerto Rican workforce - who have no jobs to go back to because the goddamn buildings are gone! - and get them trained up on using, installing, and servicing these new technologies.
In 18 months, PR goes from an economic disaster, to a world-leading hub for the practical implementation and experience of new technologies, methods, systems, and thinking. Hell, install the first Bitcoin ATM machines, while yer at it.
Now, a US territory becomes a story EVERYONE wants to tell. Eco-tourists and businesspeople alike flock to PR to see these new ideas in action, and the people of PR become skilled in the latest technologies, and get skills in demand around the world.
Badda-boom, badda-bing. The US economy gets a huge shot in the arm, and PR not only gets rebuilt, it also gets a future.
