I got a great Idea! THE BEST IDEA! Let's build homes on the side of a canyon that funnels winds up to 60MPH, IN A FUCKING DESERT, then sue the fire department when they want to do controlled burns because it will make the hillsides ugly.

Yes, they litigated and fought over aesthetics Page 94, hopefully the link. This was in 1987 when they were building out the area. Firefighters and forestry management wanted to do controlled burns and clearings. They went to court and tied everything up for seemingly forever.

16 people died. Not so fucking funny now.

Then they went through the same thing again in four years

But it seems they are learning the lessons

Yet the place is still a tinderbox

Because of the area's history as a military training base, some military debris including unexploded ordnance remained in the area when it was developed, in spite of multiple cleanup efforts by different branches of the services. In 1983 two 8-year-old Tierrasanta boys were killed after discovering unexploded ordnance in a canyon near their home.[3] The Navy performed surface clearance operations in 1984 and 1985. Between 1990 and 1995 the U.S. Army Corps of Engineers removed several tons of ordnance and debris under its FUDS (Formerly Used Defense Sites) program. The Corps continues to monitor the area.
