I looks like their algorithm needs at least a few thousand views before it can flag accurately. Does this hurt many content creators?

If you have 400-500 subs you almost certainly have hit 10K views on all your videos. Probably not going to hurt in the long run. Expect to see more pushing for likes, subs, tell you friends etc. 10K views is what? 5 bux or so? and Youtube won't pay you unless you have earned $100 in monetization anyway.
