Just and Idea try applying for office/front desk positions at clinics/medical places. The pay sucks but they seem to have the worst time finding competent staff and the people that can hire you are less likely to treat you unfairly.

I don't know that it's so much that they have a hard time finding competent folks or if it's more that they can be shitty places to work. If it's a group health type place maybe but some individual/small practice places are nope territory.

What's wrong with a small practice? I mean you can always get unlucky with your boss but many doctors are compassionate and reasonable people, especially in areas like Seattle and Portland where they tend to be pretty progressive. I don't think it would be worse than FLACs previous work environment and with experience Flac could easily quit and get another job due to demand for competent and experienced staff.

Just from personal experience, some of these places are as bad if not worse than food service. If you keep seeing help wanted ads for the same place every month it's a safe bet that you don't want that job.
