Always been that way, so that you don't have to give a real email if you don't want.

It's really just good internet hygiene to validate any email address provided. If you don't validate the address before you start sending off notification, you will end up (intentionally or not) sending some number of emails to someone who never asked for them. Granted it may not be a significant number in the grand scheme of things, but it's really easy to cap the number of unwanted emails exactly one per account by sending a validation email.

If users don't want email, they should be allowed to simply not enter an email address.
