I wish they had cited some evidence that countries are failing their nuclear projects rather then just asserting it. I can think of countries that stopped their nuclear programs for diplomatic or economic reasons and I can think of countries that had their nuclear programs halted by outside means but off hand I can't think of one that failed.
I wonder what the market for nuclear weapon technical expertise is at the moment. I would assume that a few Russian scientist have gone on the market in the past 20 years or so. Pakistan has the bomb and has been willing to sell technical expertise.
Hmmm. I could access the full article, but it seems that based on the intro that maybe they are suggesting that it is so difficult because of the diplomatic and economic environment, not in spite of them. All the experts in the world are powerless if you don't have access to bomb-making materials.
