As I read through the comments, I'm more convinced that this is a matter of semantics. I think we can call government a form of "collective action" or you could call collective action a form of "government". It seems to me we're talking about a paired down version of government.

But most governments aren't just collective actions, even in so called democratic countries they become statist and authoritarian, just look at whats happening to the US. When you have positions of power you will attract people who's only aim is to acquire power, and they will abuse it.

The thing about anarchy is people don't really understand what it means, they hear anarchist and they think some punk ass kid breaking windows and shit and really thats not what anarchist ideals are about, anarchy to us means no leaders not no order.
