According to the post it's referring to

assumed revenue from closing loopholes that Ryan refuses to identity When the CBO reviews a proposal they have to work within the assumptions they are given. It's a broken system and has over valued proposals from both the right and the left equally over the years. I guess Ryan hasn't said which "loopholes" he was going to "close". -I agree though, the whole mystery meat phrasing is a bit weird.
