People are complaining a lot more this year because it is hotter and: 1. They have windows open so they hear more at night. 2. People stay up later because they don't get cold.

In Michigan, we've had way below normal temperatures, but in the west, it must be a nightmare with the heat and the lack of rain. Yikes.
