I don't understand this petition. Isn't 33 also "flat"? Is this basically asking for an increase of a couple of billions?
Its true that 33 would represent a very paltry increase, but any increase is better than flat (their flat is actually negative, considering it doesn't outpace inflation, as far as I can tell). I think the author of the petition didn't want to ask for a significant increase, because (s)he knew it wouldn't be taken seriously, given the vehement opposition to any spending that exists in DC right now.
