It is called the "Just-World Hypothesis." This came up in various conversations I had in 2004 or so during the election on the main difference between a 'conservative' and a 'liberal.' If you follow a just-world viewpoint to the extreme, bad things happen to bad people and they deserve it. So you are homeless because of... reasons.
