I don't think this is the radical change anyone thinks it is. 14 is a fairly low percent, and I am fairly sure that the number of women, blacks, Hispanics, and other groups are being counted as a single group being raised by 14 percent, not as individual groups. Any change can be a good change, I guess. However, the funding would go much better towards increasing the pool of available people rather than trying to hire those trying to get jobs now.
