Yes, and both parties are to have the blame laid at their feet for sure. I don't know that we can just be "isolationists" and not care what goes on in the world. We tried that for a while prior to WWI and WWII and both those "justifiable" wars took more lives than all other wars in our history combined including the bloody Civil War (talk about unjustified). It is 9-11 occurred, and BOTH parties voted to go in there. It is also important to remember that we were in neither Afghanistan nor Iraq when 9-11 happened, and we do have a factual record that Saddam Hussein used chemical weapons against the Kurds in his own country. There is no easy answer to this one, and anyone, of any political party, would be challenged.
However, in our system, which we should fight to preserve in its great founding principles, has proved to be adaptive to change and the most "fair" system, overall, for all people no matter what color, sex or economic status. As long as man in his "imperfect" form, we will have to live with the junk that accompanies it: physical, mental, spiritual. Oh, Washington has been broken for at least 80 years, and, IMHO, we are living with the unintended consequences of misguided "compassion" ever since.
