The air coming off the ocean does a lot more than just cause storms. What about all the moisture it brings, stopping that or even diminishing that in some areas would be hugely detrimental. I'm not so sure about the prospect of manipulating weather without fully understanding the consequences.

Haven't we been manipulating weather through cloud seeding and other techniques for decades now? I mean wide-scale irrigation is weather manipulation if you want to get right down to it.

Yeah i never considered that, we seed clouds offshore to prevent rain or pump in water to simulate rain. But in regards to irrigation the rain has still fallen over land and was collected. But those just single weather events alterations. Manipulating the wind patterns with permeant structures has the potential to be a climate altering change.
