Counter-tenors are usually baritones who have developed their falsetto voice and tone to cover the voice parts of Castrati ( a tough gig, IMO), vocalists who were very popular in the baroque era. many Handel Operas call for Soprano male parts, and Counter-tenors are a recent option to cover these roles, the other option being a female soprano in a male part.
