I referenced this a while back in a conversation with my GOP'er father in law. His point was that the sea man's mandate was for the sake of national security which made it constitutionally permissible. I argued that Obamacare is too. It was a long night. I would be surprised if this isn't referenced in the defense of the healthcare legislation.

A sake of national security? This was a requirement for sailors on private merchant ships. Sounds like a stretch.
