Based on the name, I would imagine a launch somewhere near the top of the stratosphere and the bottom of the stratopause. At that altitude, they could just drop it and watch it float away, although the crew might experience a quick little Zero-G. NASA could have another Vomit Comet in the works!

This is very exciting technology! I read a post early today about it from http://www.hubski.com/pub?id=11210 . His post was a bit deficient though, it made no mention of the "Spruce Moose"... the Simpsons never fail.
aside: Did you hear that Seth McFarland is remaking the Flintstones? I hope it's good.
