You would be surprised. I never had a scale in NYC. They used vials though so I as long as it was full I knew that it was the proper amount. For weed the head guy often burns the top of the bag so that the final customer knows it hasn't been opened by the delivery service. We're talking a gram or so of stuff though. The guys who move quantity or are filling the bags have scales. If there is a system in place with delivery service and dispatchers you know they fill up hundreds of bags a day and don't have time to short you specifically. Just a completely different type of transaction.
Good point. I usually bought off of "freelancers" and anything above an eighth I sure as hell wasn't leaving without seeing a weight. Yes. That's how I have always experienced it on the west coast as well. NYC is a beast in itself. It's endlessly interesting how differently things operate over there. My main guy that I was with for 3 years lived in new hampshire! He would be around maybe one weekend a month and the rest of the time it was either "his cousin" or "his other cousin." He spent the rest of the time living the nice family life in a mansion in the woods. When I moved to Portland, Maine he came up there occasionally to hang out, drop off and have a couple beers. He would also give me 2 vials and hide one in my apartment and not tell me where it was until the next weekend. I think I'm unique though, I would guess he didn't play drug hide and seek with other addicts.
