I could see Samsung building one. They build a phone for everything, in every shape, size, and feature set that could possibly exist. None of that will matter though, -it is even less likely to take off than Ubuntu on desktop. The market doesn't want a great mobile OS on great mobile hardware, -we've moved well beyond that. You now need a great OS on great hardware with a great big base of developers and a large app ecosystem with all the major apps along with a great media purchase/streaming applications/stores. Do consumers want another mobile OS? Nah. But hobbyists will dig it, I'm sure :)
