Schools will adjust the time if parents make a stink. So there's a second reason to ignore that complaint.

    But if it's making summer time permanent (i.e. +1), does that mean that the sun will never be due south at noon?

But if you want to use it for navigation you can adjust for it. Nobody else cares even if they do notice. Timezones are drawn wonky enough that some places are an hour off without daylight savings.

Now that I think about it, I'm surprised I haven't seen any independent shops whose summer/winter hours shift at the time changes. I'm going to chalk that up as evidence that people like complaining about time but don't care all that much.
