I think it will scale. Just having an ignore tool is the absolute key to this working. It is inevitable that the content will not be consistent as the site gets more users, but that's when one will just ignore more people. I also see a future where the number of people we follow is unlimited. It really is that simple - follow or ignore, just like real life.
