Ok, not cheating...

Sounds like the whistles of lightning maybe? I want to say Venus for that reason, but it sounds higher pitched than I would expect. All the lighting sounds from Earth that I have heard have had a lower pitch.

I'm going to get crazy and say Titan, just for fun.

Oh, wait. It's not Venus? Well, it needs and atmosphere then. I know that Jupiter has at least one storm... :) But that might not qualify as surprising... Saturn, Neptune or Uranus? Hm. I think we are busy looking at Saturn, so: Saturn, -final answer!
