The Oregon constitution is generally interpreted to give strong rights to citizens at the expense of desired local municipalities ability to regulate. This has created some strange phenomenons. Public murals are regulated in the same way as bill boards because they are deemed to be equal free speech. Clear Channel has fought against local murals in courts because they didn't pay for all permits that billboards are subject too in an effort to beat down billboard fees and restriction. It can be a real challenge to get public art projects placed. Again for free speech reasons there is very little regulation on strip clubs. Portland has more strip clubs per capita then just about anywhere. If you are a fan of strip clubs you might think that this is fantastic, but I find that the low barrier to entry makes for lots low quality clubs. I'm sure in the end CCP licensees will be able to carry their guns where ever they please.
