NYDOT has since approved the "community grid plan"
Having been in and around Syracuse when all this was going on, it's a big deal and there are a lot of strong opinions about the whole thing. Personally, getting rid of the Viaduct I think can only be good. And I think the tunnel is a moronically expensive idea, leading to the community grid being the best option, so I'm glad they went with that. It's going to be fun going back there in 10 years and seeing it.
