Well, the title is pretty self-explanatory: I registered today and clicked through the tutorial multiple times as well as the FAQ. I found the information that a third user-voted tag will be added to submissions, but how is it voted or decided on? I couldn't find anything regarding that on these pages, while browsing on the site or using the search function.
