That's not really what the research says. What it says is "actively managing traffic flow decreases congestion."

One of the biggest changes on the West Coast are signs erected that do nothing but tell you how long it's going to take you to get somewhere. This number is displayed in minutes. It has the effect of calming down the people who are in a hurry and giving a sense of inevitability to the commute.

I'm sure active speed limits will follow. There are many roads in the United States that change radically in character depending on weather, time of day and load. That's pretty much what this article is pointing out.
