Setting aside what a horrible idea this is, doesn't the US already have something similar? I don't know whether this is a known fact among Americans, but when non-US citizens (like myself) enter the US they not only have to give a whole bunch of personal information for the ESTA application but also need to give all 10 fingerprints and have a picture taken when arriving at the airport. Oh, and this:

Only thing's "missing" is height and parents' place of birth. I wouldn't be surprised if the NSA has the rest of the data already on at least a few million French citizens.
