At that's just it - you have badly-socialized virgins that grew up with violence and wahabi islam. It's exactly the sort of thing angry, repressed teenagers would come up with. ISIS is the ultimate expression of a power vacuum. If there were any grownups around they'd recognize that this is the sort of thing that gets you invaded eventually.
