How is this not harassment? "Good" harassment is still harassment. This is going to be used as an excuse to do car searches and random pull overs. Terrible idea. They pull this out of their heads, yet every time you mention "Community Policing" the Police Unions and prosecutors flip out e.g. Nobody wants to go to the cops, but Office Smith who I see every day and talks to the people on the street and took the time to know the area people will talk to. This is how humans work on a social level. We have divorced the police from the community they serve to the point that we citizens are treated like 'civilians' by an occupied army. And the good cops stuck in this gong show are all becoming fed up and bailing, which only makes the issue worse. So, yea, lets stop and target people obeying the law. That cannot backfire, nope not at all.
