Wheat fodmaps aren't gluten ancillaries. They both happen to be present but are otherwise independent. Gluten is perfectly fine in a low fodmap diet and almost necessary for vegetarians if they can't tolerate beans.

So no, fodmap sensitivity and gluten concentration in wheat are basically independent (there will likely be a slighy decrease of fodmaps with gluten increase but it shouldn't make a huge difference).
