Perhaps there could be inflation adjusted interest rate caps based on the size of the loan, where the smaller the loan the lower the cap. Something like 5% for <$100k, plus 1% for every $100k beyond that. You could charge up to 14% on a $1M loan, but at most 5% on a $25k loan.

This should probably only apply to personal loans.
